"Sandpiper" at Samshui,

14th November 1899.

Sir,

I have the honour to report that there was

another case of piracy at Chu haii Shan on the night of

the 12th November, the steamer held up being the Cheong

Kong, a regular trader with Hong Kong.

This village is notorious for piracy, and for

receiving stolen goods, and I beg to suggest that some

serious steps may be taken in the way of punishment, the

head man must know the pirates and in the case of his

refusal to deliver them up, the destruction of a certain

number of houses by shell fire would most likely prove

effective. At this time the "Sandpiper", "Tweed" and

Torpedo Boat No.36 were employed in escorting the salt

junks, or else the "Tweed" would have been within a short

distance of the place.
